Protecting Our Rural Environment.


Since 1982, the Elfin Forest/Harmony Grove Fire Department has protected lives and properties in the north San Diego County unincorporated communities of Elfin Forest and Harmony Grove. We benefit from strong community support and the commitment of highly trained volunteers, "neighbors helping neighbors".


We have mutual aid agreements with all county and state fire agencies and automatic aid agreements with Rancho Santa Fe, Carlsbad, Encinitas, Escondido, San Marcos and Vista.



The Elfin Forest/Harmony Grove Fire Department dates back to 1972, when the residents of the Elfin Forest Vacation Ranch formed a Volunteer Fire Brigade so that they might purchase fire insurance. The Vacation Ranch named the Brigade “The Elfin Forest Volunteer Fire Company”. This name continued until 1982 when the fire department reorganized and became a nonprofit public benefit corporation called “Elfin Forest/ Harmony Fire Department, Incorporated”.


A self-imposed benefit fee funds the day-to-day operations of the Department. Numerous fund raising events and aggressive grant writing supplement facilities, equipment and apparatus acquisition. Because of voter approval of the benefit fee, the County Board of Supervisors formed County Service Area 107 (CSA-107). Elfin Forest/Harmony Grove Fire Department, Inc. operates under contract with the County of San Diego to provide fire suppression, fire prevention, and medical aid to the residents of County Service Area 107.


Located in northern San Diego County, County Service Area 107 is made up of the two unincorporated communities of Elfin Forest and Harmony Grove, encompassing approximately eleven square miles of mostly state responsibility land covered in chaparral. It has about 420 rural estate homes, one dairy, three egg ranches, several nurseries, a cement pre-cast plant, the Elfin Forest Recreational Reserve (a wilderness area) and the 2,400,000 acre foot Olivenhain Emergency Water Storage Reservoir. The Department provides emergency services to a population of approximately 1800.


The San Diego County Board of Supervisors administers CSA-107.


Fire Station 1:


The fire station is located at 20223 Elfin Forest Road. Built in 1974, the 8000 square foot fire station includes:

· office, conference room, and training space

· dormitory, showers, locker areas

· emergency power facilities

· an SCBA fill station

· sprinklers

· exhaust removal system.

The station was acquired by the Fire Department in 1991, and construction of housing with new administrative offices is slated to begin in 18 months. If a pending future development is approved, a second fire station will be built in Harmony Grove within 5 years.


The facilities are surrounded by two demonstration landscapes - a native landscape garden and a firewise demonstration garden.
